Three building departments, twelve miles apart
Blacksburg and Christiansburg are incorporated towns inside Montgomery County, and each one permits for itself. Blacksburg Town Code section 6-100 establishes an office of building official appointed by the town manager; Christiansburg Town Code section 10-20 does the same and section 10-23 gives the town its own Board of Building Code Appeals. Montgomery County's Building Inspections Office says plainly that its inspectors inspect all construction in the unincorporated areas of the county. So the county has no reach inside either town, and the town line — not the mailing address — decides whose permit you need.

Blacksburg publishes its own design criteria — and no wind speed
Blacksburg Town Code section 6-208 carries a table headed CLIMATIC AND GEOGRAPHIC DESIGN CRITERIA: roof snow load 30 psf, frost line depth 24 inches, weathering severe, termite and decay moderate, and radon-resistant construction required, Yes. Its wind column is headed WIND PRESSURE in pounds per square foot, value 70, and its seismic column is headed SEISMIC CONDITION BY ZONE, value 2. Those are the older units — a pressure rather than a 3-second gust speed, and a seismic zone rather than a design category. A number quoted in mph for Blacksburg is not coming from Blacksburg.

Montgomery County's own numbers, for the land between the towns
The county publishes a one-page sheet titled Structural Design Criteria Specific to Montgomery County: ground snow load 30 psf with the roof designed to the same 30 psf, basic wind speed 110 mph 3-second gust, seismic design category B, frost depth 24 inches minimum, and shrink-swell soils moderate. Those are the figures a permit outside the town lines is judged against. Virginia Tech publishes 46 psf of ground snow for its Blacksburg campus through its own University Building Official, because state-owned buildings are permitted by the state agency rather than the town — that figure is real, and it is not the one your house is judged against.

A one-acre minimum, and a sliding scale on top of it
Montgomery County's A-1 Agricultural district sets a minimum lot area of one acre, then caps how many lots a parent parcel can ever produce: two lots under three acres, up to three from three to ten acres, four from ten to thirty, five from thirty to fifty, and beyond 130 acres one more lot for every twenty acres. Green space, conservation easement and utility lots are excepted and can be 10,000 square feet. Contiguous parcels can pool their permitted lots if the boundary between them is vacated, and the board of supervisors can grant a special use permit where a family subdivision collides with the scale.

Attach the shop, or apply for a special use permit
Montgomery County defines an accessory structure as one detached from the principal structure and subordinate to it in area, extent and purpose — and A-1 lists accessory structures that exceed the square footage or height of the principal structure as a special use, decided by the board of zoning appeals or the board of supervisors. So a shop attached to the dwelling is simply part of the principal structure and the test never engages, while a detached shop larger or taller than the house needs a permit hearing before it can be built. Anything over 40 feet tall needs one too, and every foot above 40 buys two more feet of setback.

Karst is documented here, and almost entirely unregulated
Virginia Energy records that most of the Commonwealth's karst follows Interstate 81 across twenty-seven counties, that VDOT has logged roughly 500 road-damaging sinkholes in thirty years, and that on 5 October 2004 the right southbound lane of I-81 north of Exit 118C, the Christiansburg interchange, collapsed. A 2003 Virginia Tech study drawing on Virginia Speleological Survey data puts Montgomery County at about 40 percent karst, with neighbouring Giles at 50. Yet Blacksburg's code mentions karst only in stormwater plan requirements, Montgomery County's only codified sinkhole setback is a 20-foot buffer inside the Route 177 corridor overlay, and Christiansburg's code does not use the word at all. Nothing in the permit process here compels a geophysical study.

Blacksburg charges twenty cents per square foot of total floor space including basements, garages, carports and decks, with a thirty dollar minimum and a flat thirty dollars for a separately built detached garage or accessory building. Christiansburg's published schedule is twenty-eight cents per square foot with a fifty dollar minimum and a two percent state surcharge. Montgomery County charges twenty-two cents per square foot of gross building area with a forty-five dollar minimum, expressly including attached and detached garages, unfinished interior space, basements, carports and storage buildings, plus a two percent state levy and a two percent technology fee. Blacksburg's rate was last set by ordinance in 2008 and the county's schedule is dated June 2018, so confirm the current figure at whichever counter applies.

A shop over 600 square feet needs a 24-inch foundation and a sealed design
Montgomery County's accessory structures guidance sets three bands. A shed under 256 square feet, one storey and no more than 10 feet tall, needs no building permit — though a zoning permit is required regardless. From 256 to 600 square feet, a permit is needed and the structure must sit on a continuous foundation wall or grouted masonry piers anchored to footings at least 12 inches below finished grade. Over 600 square feet, it must sit on continuous foundation walls with a permanent footing or turndown slab at least 24 inches below finished grade — the same depth as the county's published frost line. In both permitted bands, a pre-engineered building must be stamped by a Registered Design Professional, which is exactly what a post-frame or steel-frame shop is.

Blacksburg's Creek Valley Overlay is the local slope rule
Blacksburg's zoning ordinance lays a Creek Valley district over Tom's Creek, Stroubles Creek west of West Campus Drive and Slate Branch west of the U.S. 460 Bypass — and it reaches every area of 25 percent or greater slope adjacent to the floodplain, or where there is no floodplain, any 25 percent slope beginning within fifty feet of the creek channel. Inside it no dwelling is permitted, no accessory structure may be located, and no grading or ground-disturbing work may happen without the zoning administrator's written authorisation. The density you lose can be transferred to the rest of the lot. Montgomery County has no county-wide critical-slope ordinance and Christiansburg has no slope overlay at all.

Radon: required in Blacksburg, not in the county around it
Virginia makes radon-resistant construction locally adoptable rather than automatic, and the adopting action has to be taken under the zoning enabling article, which is why so few localities in high-radon areas have actually done it. Blacksburg has: the radon-resistant construction column in its section 6-208 design criteria table reads Yes. Montgomery County has not, and neither has Christiansburg, despite all of them sitting in the same EPA Zone 1 county. The code's exception is for crawl spaces ventilated to the exterior, so a slab-on-grade barndominium in Blacksburg is the exposed case and the passive sub-slab system goes in under the pour.

The land starts at the town line, and Floyd has the most of it
Blacksburg is 19.8 square miles at 2,278 people per square mile with a land-grant university inside it, so the acreage is outside the corporate limits and it is close. The 2022 Census of Agriculture counts 100,913 acres in farms in Floyd County — 41.4 percent of its land, 668 farms, median size 71 acres and 252 operations under fifty acres — 85,117 acres in unincorporated Montgomery County, 74,264 in Pulaski and 70,873 in Giles. Floyd carries the highest share and the most small tracts of the four, and all of them are inside an hour of either town.

Christiansburg publishes no local design criteria at all
Christiansburg's code adopts the Virginia Uniform Statewide Building Code and appendices in a single blanket clause carried forward from its 1972 and 1992 codes, and stops there. A full-text search of its Code of Ordinances returns nothing for wind speed, frost line or seismic, and its Current Building Codes page lists the 2021 code family without adding a local figure. That is a finding about Christiansburg rather than a gap: the 2021 Virginia Residential Code prints its climatic and geographic table blank for the local jurisdiction to fill in, and this town has not filled it in.

The expensive surprises are in the ground, not the building

What moves a Virginia budget is usually below grade, and it is soil rather than rock. Five localities already treat a soil answer as a condition of the permit rather than a recommendation — Fauquier, Chesterfield, Isle of Wight, Madison and Culpeper each require a soil report, an engineered foundation design, or both before the footings are approved. Chesterfield asks for one on every new house with no opt-out, on its own published reasoning that small amounts of shrink-swell soil may turn up anywhere in the county. Virginia Energy puts the same point bluntly: standard homeowner's insurance does not cover damage from expansive or compressive soils. Along the Interstate 81 corridor the question changes shape entirely — Virginia Energy counts twenty-seven Virginia counties in the karst zone that follows that road, where what matters is what is under the slab rather than what the slab sits in, and karst does not stay west of the Blue Ridge: Loudoun County publishes karst terrain of its own, on the other side of it. The same ground then sizes the septic system, because 12VAC5-610 works from bedrooms and soil texture — 150 gallons a day per bedroom, with no row in the table for a shop, a garage or a barn at all, and clay assigned to the slowest texture group at 91 minutes per inch or worse, past the 45 minutes per inch that makes a reserve drainfield mandatory. The soil that needs a foundation engineer multiplies the drainfield. So the site work, the foundation and the drainfield get resolved together rather than one at a time. We price the dirt before we price the building.

From whichever jurisdiction the parcel actually sits in, and the town line decides it. Blacksburg and Christiansburg are incorporated towns, not independent cities, so they stay inside Montgomery County for most purposes — but both run their own building departments under their own ordinances, and Montgomery County's Building Inspections Office states that its inspectors inspect construction in the unincorporated areas of the county. Inside Blacksburg you deal with the town's Planning and Building Department; inside Christiansburg with the town's Building Department and its own Board of Building Code Appeals; on the farmland between and around them with the county. Blacksburg's own table in Town Code section 6-208 publishes 30 psf of roof snow and 24 inches of frost, but expresses wind as a pressure of 70 pounds per square foot rather than a speed, and seismic as zone 2 rather than a design category — older units that do not convert cleanly. Christiansburg publishes no table. One more thing worth knowing in a university town: Virginia Tech's campus figure of 46 psf of ground snow comes from its own University Building Official and applies to state-owned buildings, not to your land.
Can the shop be bigger than the house?
In unincorporated Montgomery County it depends on whether it is attached. The county defines an accessory structure as one detached from the principal structure and subordinate to it in area, extent and purpose, and the A-1 district lists accessory structures exceeding the principal structure in square footage or height as a special use needing a permit hearing. Attach the shop to the dwelling and it is part of the principal structure, so the test never comes up. Leave it detached and larger, and it does. Height is a separate gate: nothing goes above 40 feet in A-1 without a special use permit, and every foot over 40 adds two feet of setback. Christiansburg's agricultural district caps height at 35 feet and will not let an accessory building exceed the main structure in height at all.
This is karst country. Does anyone make me test for it before I build?
Almost certainly not, and that is the honest answer rather than a comfortable one. Virginia Energy records that most of the state's karst follows I-81 across twenty-seven counties, that VDOT has logged roughly 500 road-damaging sinkholes in thirty years, and that on 5 October 2004 the southbound lane of I-81 north of Exit 118C in this county collapsed. A 2003 study using Virginia Speleological Survey data puts Montgomery at about 40 percent karst. And yet the Department of Conservation and Recreation disclaims its own karst map for parcel-level decisions and says few legally binding mechanisms for karst protection exist in Virginia. Blacksburg's code touches karst only in stormwater plans; the county's only codified sinkhole setback is a 20-foot buffer inside one road corridor overlay; Christiansburg's code never mentions it. If you want a subsurface investigation on a parcel with closed depressions, sinking streams or springs, you are buying it because it is prudent, not because a permit demands it. The Virginia Cave Board's Karst Assessment Standard Practice sets the benchmark for who should do it: a professional engineer with a geotechnical specialty and five years of karst experience, or a certified professional geologist with five years in karst studies.
My land is on a slope. What actually applies?
Two different things, and it is worth keeping them apart. Roanoke County's Office of Building Safety publishes that the 2021 Virginia Uniform Statewide Building Code regulates construction on or near slopes steeper than one in three, or 33.3 percent, through Virginia Construction Code section 1808 and Virginia Residential Code R403.1.7, requiring an engineered site study and foundation plan before a permit inside the setbacks it describes. That is a neighbouring building-safety office describing the code it enforces, and neither Blacksburg, Christiansburg nor Montgomery County publishes its own equivalent sheet — so treat the thresholds as that county's published guidance and put the question to your own building official early. The local layer is separate: Blacksburg's Creek Valley Overlay captures 25 percent slopes near its named creeks and bars dwellings, accessory structures and unauthorised grading inside it, while Montgomery County has no county-wide critical-slope ordinance and Christiansburg has no slope overlay.
There is no land inside Blacksburg. Where should I actually be looking?
Outward, and not far. Blacksburg is under twenty square miles with a land-grant university inside it, and Christiansburg is a compact town whose agricultural district still runs on half-acre lots. The acreage is in the ring: Floyd County has 100,913 acres in farms, 41.4 percent of its land and 252 operations under fifty acres; unincorporated Montgomery County has 85,117 acres and 241 small tracts; Pulaski has 74,264 and Giles 70,873. Floyd is the strongest of the four on both share of land and small-tract supply, and Giles carries the most dramatic ground in the New River gorge. All four are inside an hour of either town, and all four are governed by county zoning rather than a town's — which is usually a longer permit route with more room to build what you actually want.
What will the permit itself cost me?
