Virginia Energy's Division of Geology and Mineral Resources says on its Expansive Soils page that "parts of Chesterfield County have experienced significant impacts to residential areas developed over expansive soils", and lists the Mesozoic basins around Culpeper, Farmville, Danville and Richmond among the state's most likely expansive-soil ground. Two other lines on that page matter to anyone building wide and light: heavy loads such as chimneys resist uplift while lighter loads such as concrete patios cannot, and standard homeowner's insurance does not cover damage from expansive or compressive soils or frost heave.

A sealed soil report before every new house
Chesterfield will not permit a new single-family residence until a soil scientist, geotechnical engineer or civil engineer has visited the site, made borings near the perimeter of the structure and issued a written sealed report stating the shrink-swell probability. The county explains why it applies that everywhere: it still requires the report outside known shrink-swell ground "because of the possibility of there being small amounts of shrink-swell soil anywhere within Chesterfield County." A finding of low probability allows the county's minimum standard footing; moderate or higher forces a sealed engineered footing design to accompany the report.

One phrase moves the footing from 18 inches to 24
The county's composite footing table splits on the words "potentially habitable space". A detached garage without it takes an 18-inch footing and no soil test. Add habitable space and the same building takes a 24-inch footing, plus a soil test if it sits in the high-probability shrink-swell area. A shop with living quarters is on the deeper side of that line by definition, and 24 inches is six inches past Chesterfield's own published 18-inch frost depth, so the extra depth is not about frost at all. It is about clay.

The 2021 Virginia Residential Code prints Table R301.2 with em-dashes and leaves the figures to the locality, so Chesterfield publishes its own: ultimate design wind speed 105 mph for Risk Category I, 115 mph for Risk Category II and residential, 120 mph for Risk Category III; frost depth 18 inches; ground snow load stated as "per ASCE 7-22" rather than a number. It publishes no seismic design category at all. The snow answer is deliberate rather than lazy, and it is worth asking any supplier which ASCE edition their roof was designed to.

The whole county is a Bay Act preservation area
Chesterfield is one of the 29 counties named in the Chesapeake Bay Preservation Act at Va. Code 62.1-44.15:68, and its zoning ordinance goes further than the Act obliges: "The entire County is designated as an RMA." That reaches every parcel. A reserve sewage disposal site of capacity at least equal to the primary one is required on any lot proposed for new construction; no impervious surface may be built over either field; and any land disturbance over 2,500 square feet goes through plan-of-development review, which the ordinance says expressly includes single-family houses, septic tanks and drainfields. Tanks must also be pumped or certified every five years.

A zoning ordinance eight months old
Chapter 19.2 took effect on 1 January 2026, replacing an ordinance whose core content had not changed since the 1970s, and it rezoned every property in the county into its nearest equivalent new district while carrying prior conditions across. In Agricultural the base lot is 5 acres with 150 feet of width, 250 feet of road frontage and 20 percent maximum building coverage; Rural Community is 5 acres flat. Lots recorded between 26 May 1988 and 27 February 2001 keep a 1-acre minimum, and lots recorded before that keep 15,000 square feet, so the recordation date on the plat still decides.

Where the shop is by right, and where it is capped
An accessory building is permitted by right in the Agricultural district with no floor-area cap on it. In Rural Community the same building is permitted with restrictions, and the restriction is a ratio: all accessory buildings on the lot together may not exceed 200 percent of the principal dwelling's gross floor area, excluding basement. So a 4,000 square foot shop on an RC lot needs at least a 2,000 square foot house to carry it. In the suburban residential districts the ratio tightens to 100 percent.

Living quarters in a second building are a different animal
If the living space and the shop are one structure, the building is simply a single-family detached dwelling, permitted by right in Agricultural, Rural Community and every other residential district. Put living quarters in a separate shop on a lot that already has a house and it becomes an accessory dwelling: a conditional use, capped at the smaller of 600 square feet or 40 percent of the principal dwelling, limited to one bedroom, one per lot, with the owner required to live in one of the two and a deed restriction recorded before any building permit issues. Detached ones must also meet principal-structure setbacks and may not out-top the house.

The county has written down what a pole barn is
Chesterfield's own permit guidance settles the question buyers ask most often: "A 'pole barn' is interpreted to mean a structure on a working farm used primarily in the handling of livestock or storage of agricultural products and/or related implements. Similar structures not on working farms will be considered detached structures." The same sheet says the code makes no distinction between a building delivered assembled and one erected on site, or between metal, wood and panelised construction, and requires engineer-sealed plans for metal buildings.

The clay that needs an engineer also grows the drainfield
Virginia sizes a drainfield at 150 gallons a day per bedroom under 12VAC5-610-670 Table 5.1, with no living-area band and no row for a shop, a garage or a barn however large. And 12VAC5-610-490 assigns the design rate from soil texture rather than from a pit test: clay sits in Texture Group IV at 91 minutes per inch or slower, already past the 45-minute trigger for a mandatory reserve area and within reach of the 120-minute ceiling beyond which no conventional trench may be placed at all. On a Chesterfield clay parcel the ground that forces an engineered footing is the same ground that multiplies the field.

Six desks and a ten-working-day target
A house permit here is not one review. Building Inspection, Planning, Environmental Engineering, Utilities and Budget Management all sign off, and the Chesterfield Health District joins them whenever the house is on a well or septic. The county's published goal is to have all residential plans reviewed within 10 working days. The plot plan must show every property line, both existing and proposed structures with dimensions, the setbacks to each line, and all buffers, easements and floodplain, in which no structure may be located.

Published fees, 2026-27
The county's residential fee schedule for 1 July 2026 to 30 June 2027 sets the building permit for a new single-family dwelling at $684, with a $209 stormwater management fee, a $50 environmental engineering site inspection and a $40 planning fee collected at the same counter, plus a 2 percent state levy on building inspection fees. Trade permits for a new house run $228 plumbing, $171 electrical and $114 mechanical. The occupiable-space line shows up here too: a detached garage with occupiable space is $392 against $285 without. Building first and asking later adds a code investigation fee of 25 percent of the permit fee or $57, whichever is greater.

The ZIP is not the jurisdiction
Midlothian is unincorporated: the Census records it as Midlothian CDP, a statistical place with no government of its own, and its boundary sits wholly inside Chesterfield County. The 23112 ZIP does not. The Census area for 23112 is about 99.3 percent Chesterfield, with roughly a quarter of a square mile falling across the line into Powhatan County, where a different building department, a different zoning ordinance and different design figures apply. Powhatan even publishes a seismic design category, which Chesterfield does not. The parcel decides, never the postal address, and Chesterfield publishes its own mapping at geospace.chesterfield.gov.

Suburban north, farmed south
Chesterfield covers 423.51 square miles at 938 people to the square mile, and it grew 8.7 percent between 2020 and 2025 to 397,148 people, the fifth-largest locality in Virginia. But only 7.1 percent of its land is in farms: 19,686 acres across 162 farms, with a median farm of 30 acres. The acreage that is left is in the south and west of the county, and the Richmond exurb ring beyond it, Powhatan, Goochland, Amelia, Dinwiddie and New Kent, is where most large parcels actually change hands.

Radon Zone 1, with no county requirement attached
EPA's county radon table puts Chesterfield in Zone 1, its highest predicted band, above 4 picocuries per litre. The county has not adopted the optional radon-resistant construction appendix, so passive sub-slab detailing here is a choice rather than a permit condition. It is also far cheaper as an idea than as a retrofit, because the stack and the membrane go in while the slab is still a drawing.

A contractor threshold set by the county
Chesterfield draws its own line at $25,000. A contractor working on a job valued at $25,000 or less must hold a valid business license from a Virginia locality; above $25,000 it must be a Chesterfield County business license specifically. That is separate from state trade credentials and separate from the permit itself, and it is the county's rule rather than the state's.

The expensive surprises are in the ground, not the building

What moves a Virginia budget is usually below grade, and it is soil rather than rock. Five localities already treat a soil answer as a condition of the permit rather than a recommendation — Fauquier, Chesterfield, Isle of Wight, Madison and Culpeper each require a soil report, an engineered foundation design, or both before the footings are approved. Chesterfield asks for one on every new house with no opt-out, on its own published reasoning that small amounts of shrink-swell soil may turn up anywhere in the county. Virginia Energy puts the same point bluntly: standard homeowner's insurance does not cover damage from expansive or compressive soils. Along the Interstate 81 corridor the question changes shape entirely — Virginia Energy counts twenty-seven Virginia counties in the karst zone that follows that road, where what matters is what is under the slab rather than what the slab sits in, and karst does not stay west of the Blue Ridge: Loudoun County publishes karst terrain of its own, on the other side of it. The same ground then sizes the septic system, because 12VAC5-610 works from bedrooms and soil texture — 150 gallons a day per bedroom, with no row in the table for a shop, a garage or a barn at all, and clay assigned to the slowest texture group at 91 minutes per inch or worse, past the 45 minutes per inch that makes a reserve drainfield mandatory. The soil that needs a foundation engineer multiplies the drainfield. So the site work, the foundation and the drainfield get resolved together rather than one at a time. Do I really need a soil report to build a barndominium in Chesterfield County?
Yes, and it is not a formality. Chesterfield requires a written, sealed report from a soil scientist, geotechnical engineer or civil engineer who has actually visited the site and made borings near the perimeter of the proposed structure, and the report has to state the probability of shrink-swell. Two copies go in with each set of construction plans. The county applies it to every new house regardless of where you are, and says why in its own words: it wants the report even outside known shrink-swell ground because small amounts of that soil can turn up anywhere in the county. If the report comes back low, you can use the county's minimum standard footing. If it comes back moderate, high or very high, a sealed engineered footing design has to come with it. Budget the report and the possibility of an engineered footing from the start rather than discovering them at plan review.
Why does the state single out Chesterfield for expansive soils?
Because of what is under it. Virginia Energy's Division of Geology and Mineral Resources lists the Mesozoic basins around Culpeper, Farmville, Danville and Richmond as the state's most likely expansive-soil ground, and the Richmond basin runs beneath this county. Its Expansive Soils page then adds the sentence no competitor quotes: parts of Chesterfield County have experienced significant impacts to residential areas developed over expansive soils. The mechanism it describes is the one that matters for this building type. Clay swells when it wets and shrinks when it dries, and it does not do so evenly across a footprint; heavy loads resist the uplift and light ones cannot, so the movement shows up as differential settlement. A barndominium is wide, comparatively light, and mostly slab, with a big shop apron beside it. That is the shape the mechanism finds. The same page also notes that standard homeowner's insurance does not cover this kind of damage, which is why the money belongs in the foundation rather than in a claim.
How big a lot do I need, and can the shop be bigger than the house?
In the Agricultural district the base minimum is 5 acres for a lot recorded after 27 February 2001, with 150 feet of lot width, 250 feet of road frontage and building coverage capped at 20 percent of the lot. Rural Community is 5 acres too. Older lots keep smaller minimums by recordation date, 1 acre between 26 May 1988 and 27 February 2001 and 15,000 square feet before that, so the date on the plat is worth checking before you assume anything. On the shop question the two districts genuinely differ. In Agricultural an accessory building is permitted by right with no floor-area cap, so the shop can be larger than the house. In Rural Community accessory buildings are capped collectively at 200 percent of the principal dwelling's gross floor area, so a 4,000 square foot shop needs at least a 2,000 square foot house. Note that all of this is Chapter 19.2, which only took effect on 1 January 2026 and rezoned every property in the county, so older advice about district names is out of date.
Does a shop with living quarters count as a dwelling here?
It depends on whether it is one building or two, and the difference is large. If the living space and the shop are under one roof, the building is a single-family detached dwelling, which is permitted by right in Agricultural, Rural Community and every other residential district. It takes the principal building's setbacks and its 45-foot height cap, and there is no size limit on the shop half. If instead you put living quarters into a separate shop on a lot that already has a house, the ordinance calls that an accessory dwelling, and it is a conditional use rather than a right. It is capped at the smaller of 600 square feet or 40 percent of the principal dwelling's floor area, limited to one bedroom, one per lot; the owner has to live in either the house or the accessory unit; a deed restriction has to be recorded before any building permit issues; and on well and septic it needs Health Department sign-off. For most people who want a shop and a home, one building is the simpler answer by a wide margin.
What does the Chesapeake Bay Act do to a parcel here?
More than most people expect, because Chesterfield designates its entire territory as a Resource Management Area rather than only the land near water. Three consequences follow on ordinary inland parcels. Any land disturbance over 2,500 square feet goes through a plan-of-development review, and the ordinance says explicitly that this includes single-family houses, septic tanks and drainfields, so a barndominium build crosses it comfortably. Every lot proposed for new construction has to carry a reserve sewage disposal site of capacity at least equal to the primary one. And no impervious surface may be built over either field, which on a wide building with a shop apron and a turning area is a siting constraint before it is a cost. Separately, land next to a water body with perennial flow carries a 100-foot Resource Protection Area buffer on both banks, and a new dwelling is not one of the uses allowed inside it. The routes in turn on when the lot was recorded, 1 October 1989 and 1 March 2002 being the two dates, and none of them reach the seaward 50 feet. What are the design numbers I have to build to in Chesterfield?
The county sets them, not the state. The 2021 Virginia Residential Code prints Table R301.2 blank with the instruction that the local jurisdiction fills it in, so Chesterfield publishes its own: ultimate design wind speed of 115 mph for Risk Category II and residential work, 105 mph for Risk Category I and 120 mph for Risk Category III; frost depth 18 inches; and ground snow load stated as per ASCE 7-22 rather than as a number. Two things follow. First, 115 mph is on the ultimate basis, so it is not comparable with a neighbouring county's older nominal figure without converting; Goochland next door publishes 90 to 105 on that older basis for essentially the same weather. Second, because the county points at ASCE 7-22 for snow instead of printing a value, it is entirely fair to ask a building supplier which ASCE edition their roof was engineered to. Chesterfield publishes no seismic design category, which is a real answer rather than a missing one; for a detached dwelling the code does not make seismic a design driver here anyway.
Is my Midlothian address actually in Chesterfield County?
Almost certainly, but the ZIP code is not what settles it. Midlothian is an unincorporated community, recorded by the Census as a designated place with no government of its own, and its boundary lies wholly inside Chesterfield County. The 23112 ZIP is a different shape: about 99.3 percent of it is in Chesterfield and roughly a quarter of a square mile crosses into Powhatan County, which has its own building department, its own zoning ordinance and its own Table R301.2 figures, including a seismic design category that Chesterfield does not publish. A ZIP is a postal delivery route, not a jurisdiction, and the same is true of the several other ZIPs that straddle Chesterfield's edges. The parcel decides. Confirm it against the county's mapping at geospace.chesterfield.gov, and remember that Midlothian is also the name of a county magisterial district with a completely different boundary from the community.
